I own a GTX 960, its 2 almost 3 years old. I go and turn on my pc. It starts to boot up but then the computer goes up in smoke. I quickly unplug the computer and take off the panel. I unscrew my graphics card to find the motor for the fan blew. I know the graphics card it a little old but I dont think it should go up in smoke. Is there any way I could send the graphics card in to be looked at

Sounds like it's time to buy an aftermarket cooler if you can't find a replacement fan.
