So I've recently done a build refresh, switching from an EVGA 750 P2 to a 650 GM and retaining my GTX 1080 Ti. In the new build, I'm getting quite a loud, buzz-like, coil whine with the GM. I'm certain that it is coming from the power supply - using some rolled up sheets of paper and holding them to my ear, it is easy to tell that the sound is coming from within the supply's housing. As far as I can tell, the buzz is related to the circuit that supplies my GPU with its 6pin+8pin power connectors - the PSU has support for two sets, and the issue is the same regardless of whether I've got the 1080 Ti connected to the GPU1 or GPU2 channel.
 
The buzz coincides with GPU current draw; in "heavy hitting" games like Quake Champions or The Witcher 3, it is immediately apparent When the game finishes launching. In games that provide me with an FPS cap slider to work with, I've noticed that the frequency of the buzz varies proportionally to the FPS cap when I have vsync off. When the engine is not rendering during loading screens, the buzz immediately stops, and starts up again when back in-engine (this can happen multiple times during a single static loading screen depending on whether the game in question stops/starts rendering multiple times in a load.) If I reduce in-game graphics quality to extremely low image quality settings, the buzz disappears as the card is no longer asking for significant current from the supply. I've got a spare 1050 Ti on hand (there are no 6- or 8-pin power connectors on this one) and I can't convince the power supply to make a peep when this GPU is swapped into the system.
 
I've been building and refreshing computers for literal decades, and I'm definitely no stranger to capacitor whine from graphics cards or power supplies, but this is the first time I've experienced a whine this severe and distracting. This brings me to my whole reason for posting - does anyone else have a similar graphics card pairing with a 650 GM, and if so have you had a similar issue? Others' experience with this pairing will help me decide whether I can reasonably expect an RMA replacement to solve this problem.

I neglected to mention, I do have this machine running off of an APC UPS (same that the previous build's 750 P2 ran on.) I've plugged the machine directly into the wall to rule out the possibility of the 650 GM...disagreeing...with it, with no change. Still buzzes away when the GPU is loaded.

If you don't care about voiding the warranty and accept the personal risk of disassembling the unit, you could try slopping some clear fingernail polish on the inductor coils and let it completely dry to help keep them from vibrating which can cause whine/squeal and see how that rolls.

You can also get a refund (subject to a 15% restocking fee) on EVGA PSUs purchased within a 14-day window..See the PSU warranty for details..You could also RMA the unit.

But Contacting EVGA Customer Service would probably be the thing to do right now and see what they say.

I decided to go ahead and take the plunge with an RMA. There is always a chance that the new unit will have the same buzzing issue, if that ends up being the case...I'll cross that bridge when I reach it

Could be a batch of bad capacitors, but given that EVGA usually get their kit from Seasonic and FSP it seems a bit unlikely.
