Looks like a small piece of debris snuck in somehow. I wouldn't worry about it if the box has the intel seals intact.

Looks like its a piece of the cardboard that surrounds the CPU plastic....

Looks like a tiny bit of cardboard came off a bigger piece and slid inside

Make sure the serial and lot numbers etched on the chip match the serial and lot numbers on the sticker on the box. It's probably just a cardboard trimming. It happens.

Aukie don't worry it's just a small piece of cardboard, it happened the same with my ancient i5-4670k, moreover once unsealed you have the right to send back your cpu to your reseller it's written in the contract, just don't damage it and keep the box
