Only Left Fan Spinning on RTX - Normal?

Hello,
 
Just installed an RTX 2070 and when powering on, I noticed only the left fan was spinning until it made it to the OS. Then both stopped. I know the fans on these cards do not ramp up until 60C but is it normal for the only the left fan to spin? I've read that both fans are independent now?

    Which 2080 (part number or name, not serial number) and does both fans come on once the card reaches 60c?

    Sorry. I meant 2070. Part 08G-P4-2173-KR.
     
    I haven't had a chance to game yet. I'll download Precision and see if both fans work. I just noticed booting up for the first time, just the left was spinning.

    Both fans are spinning when I play with them in Precision. Guess I was just being paranoid.

    Only one fan runs on my 2080ti ftw when at idle... and even in some games if left at the default profile.

    Fans each have individual settings. untill you adjust them in prcisionx1 they will be like that due to the whole 0db  0% fan speed at normal temps "feature" every one rolls out with these days

    i have a 3070 ultra and i have all three fans SET to 100% in Precision X software but I notice only one fan is spinning at 3000 RPM is this normal?
