Can't run Port Royal

Error says You must install Windows 10, 64-bit October 2018 update (version 1809).
I tried to find it, can't.
I updated every thing from Windows update until their were no more and still have the same problem.
What to do?

    A Key here is Raytracing and only Windows 10 October Update or 1809 supports Raytracing
    To run Port Royal, you must have the Windows 10 October Update and a graphics card that supports Microsoft DirectX Raytracing.
    Run Winver from the a command prompt to see why your version of Windows is.
     
    Download the Tool MediaCreationTool1809.exe
    https://www.microsoft.com/en-us/software-download/windows10
    Using the tool to create installation media (USB flash drive, DVD, or ISO file) to install Windows 10 on a different PC (click to show more or less information)
    After you create the USB Flash Drive run the Setup.exe to upgrade or restart and boot to the USB Flash Drive and install a Fresh OS if you want.
