simple overclocking

I ran the bios overclock utility that's built in bios. It overclocked my i7 7800x from 3500 to 4600 only problem I have is the CPU fan is revving up.
 
How do i lower the heat produced? simple gaming   
would changing the avx setting from 3 help
 
Why would a cpu have a min speed of 1200 ?

    Can you list your system specs and bios version?
    In relation to the AVX setting it will have no affect on gaming
    More CPU Speed generally needs more voltage. Core speed and voltage produce heat = faster fan speed required.
    The 1200 you are asking, is that CPU fan speed or CPU core speed

    4 t-force 3000 4 4 gig chips quad Chanel
    7800x 
     
    in bios setting it shows 1200 as slowest speed - would this be the speed when it goes full idle - not sure why there would be a minimum. 
     
    I knew it would run a little hotter - didn't think i'd be maxing temp like i am.

    I am still trying to figure out if by speed you are talking fan speed or CPU MHZ - you did not clarify
    What are the temps?
    What are you using for cooling and what did you use for thermal paste?

    speeds are cpu   
    I have and old tube of Arctic Silver Ceramique 
    cpu starts revving up at 65deg

    wanted low profile --- I like it but it blocks inner most  mem slots.

    Bad choice in CPU cooler, from the newegg page - "Even at these small dimensions, the heatsink has cooling capacity of 130W TDP."
     
    From the Intel spec sheet for that CPU - TDP 140 W  - just running stock on full load that will put out more heat then that cooler was designed for

    You start adding an overclock to that and you can actually push it higher
    With any overclocking on the x series chips you should really look into an AIO. Yes there a select few Air heatsinks but they are big

    not over heating 
    probally not a good idea to over clock:-(
