ASUS Anti-Surge Support for Over Voltage Protection (OVP) and Under Voltage Protection (UVP) can be disabled in the Monitor section of the BIOS.
ASUS Anti-Surge Support has been known to be kinda wonky and
might be fixed by updating to the latest motherbord BIOS if needed, but almost always the error indicates a PSU problem..Many people have just disabled Anti-Surge Support and leave it that way if diabling it make the PC boot without coughing up the error and everything works fine otherwise.
If you can boot into BIOS and disable Anti-Surge Support, then check the voltages (+12V, +5V and +3.3V) in the Monitor section and see if they fall withing Intel specs/tolerances..Using a digital voltmeter to check voltages would be best.
The voltage tolerances specified by Intel are:
+12V = 11.4 - 12.6
+5V = 4.75 - 5.25
+3.3V = 3.13 - 3.47
-12V = 10.8 - 13.2
+5VSB (Volts StandBy) = 4.75 - 5.25
