x299 Dark + 9800x CPU Prime95 jumping from 4.5ghz down to 4.2ghz?

Trying to get a stable OC on my new x299 Dark + 9800x CPU. I have it set at CPU ratio =45. When I run Prime95 I see it then jump down to 4.2ghz and back up to 4.5ghz? I am confused why its doing this? I have it set to 4.5ghz, not 4.2ghz. Is this a throttle issue? I am on WCing and the CPU never gets over 69C. I have it set to performance mode in WIN 10. 
 
 
With my prior EVGA x99 FTW K + 6850k  I had it set to CPU ratio = 44 and it never moved from 4.4ghz with Prime95 running.
 
I like my PC to always be running at set speed. No downclocking, I know (waste of power), but I like this always OC'd.
 
Getting used to this new x299 BIOS.

    What is your AVX offset set too?
     
    Here I have 4.8ghz with the offset set to 3 which is a normal offset = 4.5ghz under AVX loads such as prime 95.
     
    AVX creates a big load on the CPU and will create a ton of heat so unless you are doing workloads that actually use AVX just leave the setting alone

    What CPU are you using GGTV-Jon?

    My OC changing randomly while running Prime95 or even IntelBurnTest. Starts at 4.4ghz then drops to 4.1ghz over and over. Won't stay at 4.4ghz

    try setting AVX Negative offset to 0

    AVX 2/3 negative offset is the setting - set it to zero and be prepared for BSODS and the need to re-dial in overclock settings.

    Other than HT being disabled what did you set your C-State to?
