Gtx 460 won't overclock

My uncle gave me a couple of gtx 460, and I thought I would try to over clock them. When I increase the clock in msi after burner and run a stress test it won't go above 405 MHz, but when its at stock settings it works just fine. Is this a driver problem?

    Welcome to the forums!
     
    You mention you got a few of them, are all acting the same when you try to overclock them? did you try using Precision XOC instead of msi afterburner? Lastly, can you use GPU-Z and take a screenshot?
