How to run CPU at stock settings on X299 DARK?

I purchased an X299 Dark to replace a burned-out ASUS, and the board works quite well. However, I can not find any way to make the BIOS run my CPU at stock settings, by which I mean for my i9-7900X:
 
4.5 GHz non-AVX 1-core turbo / 4.0 GHz non-AVX all-core turbo
4.0 GHz AVX2 1-core turbo / 3.6 GHz AVX2 all-core turbo
4.0 GHz AVX-512 1-core turbo / 3.3 GHz AVX-512 all-core turbo
Long-term power limit 140 W
 
I updated to BIOS 1.14 and loaded the "optimized defaults", and the behavior I see is that the CPU runs at 4.0 GHz all the time, regardless of the number of active cores and AVX/non-AVX. This is very annoying, as I use my Skylake-X to develop AVX-512 software, and running 4.0 GHz all-cores means power draw in excess of 300 W. I am sure the active-cooled VRM on the Dark can handle this, but my 280 mm AIO can not.
 
Now, I see that the missing AVX turbo curve is because the BIOS has programmed ICCmax/PL4/ProcessorCurrentLimit to 1023 A, and AVX turbo is disabled when ICCmax is 256 A or greater. I can change this post-boot with Intel XTU, but I want this working automatically. I also fail to see why EVGA has done this, as the VRM firmware has already been seemingly modified to divide the current by 8 before reporting it to the CPU over SVID, effectively disabling current limits.
 
Speaking of SVID, without accurate power reporting from the VRM (i.e. not divided by 8), I can not set my CPU back to a 140 W power limit. This is also important to me, because I need to test how my software will run on production systems, which are power limited. On other motherboards by competitors, there is a BIOS toggle to enable/disable accurate SVID reporting.
 
How can I make my X299 Dark run at Intel stock settings? The overclocking capabilities on the board are clearly excellent, but I also need to be able to run stock!

    Make sure you power management mode in windows is set to optimized and not high performance.

    just install the processor and go to bios advanced tab and go to cpusettign and set to default and only use XMP then you are good to go

    I have the processor frequency set to "Auto" (the default), and the memory frequency is also "Auto" (the default, not XMP). This results in the behavior I mentioned above. As I noted, the problems stem from (1) ICCmax set too high, and (2) SVID is "hacked." On other motherboards by competitors, this only happens once you overclock, but on the X299 Dark it appears to always work this way.

    Make sure you power management mode in windows is set to optimized and not high performance.

    The power profile is set to "balanced," but it does not matter, as Windows can not affect the causes of the problem I noted in my first post.

    I noticed the OC Guide claims that the power limits should work when not overclocked, but this is not the case in BIOS 1.07 or BIOS 1.14. Maybe it was the case on the original 1.0 BIOS, but I can not find any way to download it. Does anybody have a copy?
     

    Some settings are also automatically adjusted depends on the current operation profile. One of such examples – CPU power limits controls. These are usually available in BIOS and tweaking utility in OS, such as Intel XTU.
    Unlike some other boards, on X299 DARK you will not find PL1/PL2 (power limit) settings and other power management settings for CPU in BIOS UI. These limits are maintained by BIOS itself. If you running stock settings then everything follows Intel specifications, but when you do overclocking (that is setting CPU/BCLK ratios and voltages higher than stock defaults) board will take care of power limits, to make sure CPU does not throttle, unless you hit temperature limits.

    Just download the Bios you want and update it through the Bios, you have 3 of them.

    Not true. You can do this to restore a bad flash.

    Thanks for the tip, Saijin & bcavnaugh & turbomadman.
     
    I tried some old BIOSes and found:
     
    v1.00:
    PL1=140W and PL2=168, which is correct. But SVID is divided by 8, so it always reads <10 W and doesn't matter. ICCmax is 1023 A, so AVX catches fire.
     
    v1.02: Same
     
    v1.04:
    PL1=4096W and PL2=308W(???). But it doesn't matter, because SVID was already hacked. ICCmax still 1023 A, and AVX still a fire hazard.
     
    And the behavior hasn't changed since v1.04, so at this point I'm pretty confident that it was never possible to run stock on X299 DARK. And that's a real shame, because it's great hardware, yet it's not suitable for my use case. I'll probably have to return it for a TAICHI or something. Not having SVID is just not tenable on X299, because AVX can draw so much power, and I'd have to set the clocks extremely low to prevent throttling in every possible workload.

    Couldn't they add this feature in bios pretty easy, or is there some good reason why the DARK can't report the regular voltage? Maybe EVGA can release a patch to fix this?

    Intel Turbo Setting is Default Setting.
    Little confuse Turbo higher for single core than for all cores, but that's default.
    X299 Dark is build for people who want immediately to pull max performance from i9-7900X and compensate if he is slower in single threaded applications. 
    Now maybe we even could say that EVGA win this time with high end motherboards.
    ASUS increase so much price that market have much less experience of people with RVIE.
    From other side one fantastic amazing Rampage VI Apex is lower class and that board is below Dark. She don't even have Pre Mounted I/O Shield like 250$ worth ROG Motherboards. Price of Apex is below 350$ and she could be find very cheap but first impression is lower class, cheaper level than EVGA X299 Dark.
    Definitely EVGA done much better job with X299 than X99, definitely.
    If upgrade from i7-5960X to i9-7900X worth because more cores and new generation than Dark is one more reason, unusually premium mobo.
    After I saw price of 300$ in some moment I checked almost all video clips and I was surprise how they build nice motherboard.
    If someone want specific EVGA motherboard is very hard to find better moment than now.

    EVGA can definitely fix most of the issues I mentioned, since the options are right there in the original AMI BIOS that they modded! It is extremely bizarre that EVGA not only mods a bunch of settings, but then removes the options from the BIOS so that you can't change them back! And in fact, I found out that because of ICCmax=1023A, AVX and AVX-512 code run at the non-AVX boost clock, which is 4.3/4.5 GHz for single-core... And that's not stable at the default voltage, resulting in instant BSOD.
