In that 100 euro is included and heating during winter and heating so strong that you need to keep slightly open window constantly or you walk around in T-Shirts and underwear. But that depend of territory and buildings, part of town and only in bigger cities and not all buildings.
Other people who need to use electricity to heat self spend even double electric bill or 2.5 times higher than during summer.

It's good because here is heating on gas and not influence on electric bill, in some part of the town where buildings are older from before World War II people need to heat with electric and their bill over winter is 300% higher than our. 
But we didn't had problem with heat because that part of Europe gas arrive from Russia and it's relatively cheap.
I could not live example in territory where people heat with fire, that's too cold for us, we didn't used on such environment.
I could live 10-15 days but not all the time. Because of that most people escaped from villages in bigger towns and buildings, apartments. 
Dollars is still main international currency, over 60% of the world is US Dollar.
Main in US, good part of Africa and Asia, Russia even South America is dollar.
That mean except local currency dollar is second used. 35% is I think Euro.
