I've been having bad performance in most games so far compared to my GTX 1080. Games that I would have ~100+ FPS with the 1080 I'm getting ~60 FPS with exact same settings on the 2080 Ti (FFXV, Destiny 2, Deus Ex). Only one game I've seen huge improvement and that is Rainbow Six Siege (1080 ~120 FPS mid-high settings compared to 2080 Ti ~160+ max settings). I play on 2560x1440 resolution for all games on my 144hz GSYNC monitor. What I've done so far:

1) Uninstalled drivers with DDU and installed version 417.22
2) Disabled HPET and V-td in BIOS
3) Changed power settings to performance on Nvidia Control Panel
4) Messed with various settings on each of the games and the performance stayed the same
5) Disabled all the Windows Game Bar/Recording stuff

System Specs:

CPU - i7 6700k@4.0Ghz (stock)
MoBo - ASRock Z170 Extreme 7+
GPU - EVGA RTX 2080 Ti FTW3
RAM - Corsair Vengeance LPX 2x8GB DDR4 3000
PSU - Corsair RM1000 (1000 watt)
All games are installed on SSDs.

Not sure what is holding back performance. I would think performance would be at least the same as my GTX 1080 if the CPU is bottlenecking.

Thank you for any help.

Run a benchmark, 3dMark would be ideal, and post the result.

Try locking your voltage/frequency to the 1.2mv range inside msi afterburners voltage/frequency curve editor. Locking your voltage/frequency to the 1.2mv range will force the card to run at a constant voltage/frequency just like kboost. You can access msi afterburners voltage/frequency curve editor by pressing ctrl+f after opening afterburner. Press ctrl+l after selecting the last point on the graph to lock the range.

Hit the check mark button on the main screen to apply the lock. Your card should boost up to the frequency shown inside the voltage/frequency curve editor.

Should look like this if you've done it correctly...

Note: Your cards voltage won't actually run at 1.2mv. The voltage will actually run at default voltage.

I'm assuming that is Time Spy score? Seems a bit low.
    Here is mine with a 2080 and 6700k @ 4.5 https://www.3dmark.com/spy/4598177  Score 10,002
Post the number at the end of your results link (.e.g 4598177) and we can look it up

Yes Time Spy score. So I figured out that my RAM was in single channel mode. I switched to dual channel and results are better.

    3DMark: 31056632

I had to switch to new motherboard too (Asus Strix Z270i). I couldn't get dual channel to work on other one.

Did you ever find a solution to this ? I am having the same problem, BF3 does only like 80ish fps. 2080TI FTW3 Ultra.

I found that my motherboard was running single channel and unable to switch to dual. So I used my other motherboard that was able to work in dual channel and my performance increased by a lot. I used CPU-Z and looked at the Memory tab to see if my Channel # said single or dual. Try it out and see if you're not having the problems I had.
