I just received my XC 2070 today. The installation guide says to remove the old card (970), install the new one and download drivers. Shouldn’t I remove the old drivers and nvidia stuff first?

Before you remove your 970 Card uninstall all NVIDIA Drivers and Software DO NOT RESTART
Now Run DDU in Safe Mode, this well restart your PC into Safe Mode and Clean out old Driver and Software for the 970.
Do not restart the PC but Power It off Turn off the PSU Wait for all the MB Lights to go Out then Remove your 970 and install your new Card.
This is after you have updated the Motherboard Bios with your 970 Still Installed.

Is this needed anymore? I thought all modern drivers support all GPUs within reason. So when you drop in a new GPU it just automatically work. When i went from a maxwell titan, to 2 1080s, to a titan v, i never had to do the above steps. It just worked perfectly. It is all auto installed via experience anyways. I suppose you could totally remove and reinstall drivers though. Doesn't hurt.

    Asus Strix Z790 F - Intel 13700 K - Gigabyte 4090 Windforce - 32gb DDR 5 - 1TB Samsung SSD 850 evo - Windows 10 Pro - 1TB Samsung M.2 860 - Inland 2 TB NVMe - Acer Predator X27

This is up to you or each person that is, but IMO it is Yes.

I went with the simple directions that accompanied the card and swapped out the cards without first deleting the existing drivers. It seemed to work out fine with no problems so far. I'm sure it would have been much cleaner to delete all the nvidia stuff first but I'm currently stretched for time.

You can get some flakey things with out a fresh driver install. People do it just to prevent issues from saved settings from the previous card install.

You can still get and run DDU especially if your clocks are acting funky.

That's the longer and cleaner way to make sure nothing sticks around.

The quick and dirty way would be to reinstall Nvida drivers choose clean install and dont save nvidia settings. It may not clean everything but any settings from the old card should be deleted.

Can you elaborate on this?  Aren't clocks regulated by the bios/X1?  How does the driver fit in?

My card hits the 124% power limit at 1980MHz with no overclocking (+0).  I figure it's just on the low end of the lottery.
I changed from a 1080TI to a 2080TI then installed the new driver (without clean selected).
I was thinking about running DDU, but from what I've read about it, it seems to be potentially risky.

EDIT.  Did DDU safe mode uninstall.  Reinstalled driver with no change in performance. Oh well at least I removed the doubt.

Great on using DDU. It is a best practice type step to avoid problems. And yes people say all kinds of things about all kinds of things. I use it because its a trusted among many pro overclockers that use it.

And to clarify that statement , just installing the card and using the old drivers may introduce issues you might not see.

When I installed my RMA card on top of my bad cards drivers (thinking same card type i should be ok) I was showing really high temps on the gpu core (80s right away at stock clocks) and other things that didn't seem right.

Uninstalling X1 and DDU the nvidia drives fixed the temp readings and the card runs beautifully now.

What are you using to determine you are voltage limited at stock clocks?

Not voltage limited, power limited.  Running TS extreme, then looking at the HW monitor in X1 shows the power limit bouncing between 0-1 throught the test.  Power graph bounces up to the 124% limit.  Clock starts at 1980 then decays to 1965.  Temp limit never triggers.

How do you overclock without X1?  Isn't it necessary to set this to "run on startup" and "apply settings on startup" to overclock?

Hate to tell you, HWmonitor says I am power limited at stock clocks too, it also tells me i am voltage limited when i am not.

If you are running stock clocks of 1980 you most likely have a good card that should overclock just fine.

Sorry if I was not specific, I mean the power limit graph of the X1 hardware monitor page is hitting 1s, but even the separate HWmonitor software says I hit 124%.

with out getting into a big technical discussion about electricity, I'll simply state that Power limit does not limit your clocks, here is an example where i intentionally hit max wattage draw limits: Notice my clocks.
