Step up program (GTX 1070 to RTX 2070) stuck in Queue Complete -> Pending

Hello all,
 
I did a quick search to the forum and I did not find anything related to my problem/question. A couple of months ago I bought a GTX 1070 specifically from EVGA because it provides upgrade options to the buyer. At the time I really needed the card right then and there and could not wait for the RTX to be available. I mainly use the card for machine learning and I am interested to upgrade to the RTX 2070 due to tensor cores.
I have started my step up program immediately when the RTX 2070 cards became available. That is almost two weeks ago. Since then the process has been stuck in Queue Complete -> Pending. Does anyone know how long I have to wait? 
 
PS. I am not interested in any other GTX cards (they are only relatively better for the use I want them and upgrade price difference cannot be justified) and the other two RTX cards are way above my budget.

    Would it be safe to assume that 2070 Step-Ups are going to be waiting for months?

    Just in case anyone else has the same question as myself. Today I have received the stepup card from EVGA. The whole process took 3 months to complete, but it was smooth and straightforward.
