EVGA RTX 2080 Black Edition having major issues

Hi all,
 
I just received my EVGA RTX 2080 Black Edition and it worked decently for a couple days.  I noticed strong frame rate on modern games but it was experiencing a stuttering issue.  After a day or two, it progressed to soft lock-ups that I could alt-tab out of.  Eventually this transitioned into hard lock-ups which required a reboot.  I attempted to update my motherboard BIOS, run DDU, rolling back to older (as well as the latest) drivers, swapping to a different PCIe slot, uninstalling the latest Windows update, etc.  If Windows boots properly, I get artifacts on the screen (right before Windows loads).  At this point, the card is semi detected in device manager.  It reports "Code 43" errors and my resolution is locked at 1024x768 and 64hz refresh rate.  I need to get this fixed ASAP!
 
My system is a 2700X Ryzen CPU with Asus B350-F motherboard, 16GB DDR4, and a Viotek GN34C 3440x1440 100hz ultrawide with a BenQ 2560x1440 144hz display.  On a side note, it seems like my ASUS BIOS doesn't report much data on the graphics card under the UEFI options.  Perhaps the vBIOS needs reflashed on the card?
 
Any help or is my card a goner?

    Also, I'm not seeing a Black Edition BIOS uploaded anywhere.  Any BE owners care to upload their BIOS for testing purposes?  I looked at the XC BIOS and it shows mismatches so I'm not trying that unless EVGA tells me to.  This card is completely bone stock.  Never flashed, never overclocked, etc.

    If you're seeing artifacts or green little dots on your screen, you need to RMA the card. A bios won't fix what is more than likely damaged memory.

    I'm not doubting a card replacement might be necessary, but I should note that the artifacts only show when Windows is just about finished loading on the spinning circle boot up screen.  When it enters Windows, the artifacts are gone, and I'm stuck in low resolution with 64hz.

    Does the artifacting occur over dvi, hdmi & display port? If yes, the card definitely needs to be rma'd.

    Either your PSU isn't giving the card enough juice or the card is borked.

    Thanks for responses... Further notes, my old GTX 980 Ti card is working fine.  I updated to the new NVIDIA 11/13 drivers and swapped back to the RTX 2080.  This driver seems to have "fixed" the artifacting that would occur right before Windows loaded.  Device Manager isn't reporting "Code 43" errors anymore, HOWEVER, the card is still locked at 1024x768 and 64hz.  I rebooted again and was met with a blank screen on both my 16:9 monitor and my 21:9 monitor individually (tried using one at a time each).
     
    Sajin - The artifacting issue (on the old driver) happened on both HDMI and DP (my card does not have DVI).
     
    somethingc00I - I have a newer Seasonic Prime 750w Titanium rated.
     
    Another general troubleshooting attempt:  I removed all PCI and PCIe devices and had just my video card running to check for other potential conflicts... didn't help though.

    If I need a replacement, any recommendations on going through EVGA vs Newegg?  Newegg is out of stock on this model, and won't take refunds.  They'll accept replacement requests up until Jan 31 though.

    Did you reinstall the drivers with the 2080 installed? You state that you were using the 980ti, updated to today’s driver, then installed the 2080. Just want to check.

    Honestly, I didn't do that today, but I did that yesterday on the prior driver (along with DDU wipes in safe mode) between card swapping.  Today I just swapped the card and it booted up to Windows and recognized it with low resolution.  The subsequent reboot showed the boot screen, then Windows loading screen, then blank screens.  It wouldn't let me back into Windows until I selected Safe Mode (same issue as yesterday with prior driver).  Do you think it's worth the time to DDU wipe in safe mode and try the card swap again with the latest driver?

    Tried the DDU wipe again and swapped the RTX 2080 one last time, but same thing... not sure if I should go through Newegg (out of stock) or EVGA to resolve this.

    What Motherboard and CPU are you running?

    Excellent input bca, I will check that when I get home from work today.  I brought my card into work with me for testing in another rig.  I'll post my findings a little later.  That motherboard statistic is huge.  Somehow I didn't catch that in my research of the problem.  Can you link me to any of those forums/articles so I can compare and contrast?  I really appreciate your help.

    Ok, so I installed the RTX 2080 into an Intel based machine with an i7 7700K at work.  It displayed the desktop in low resolution using the Microsoft Basic Display Adapter driver.  Once I installed the latest NVIDIA driver and restarted, I saw the temporary artifacting again right at the end of the boot screen.  The system then loaded the Windows login screen (with no artifacts) at 1024x768 resolution and 64Hz again.  In other words, its acting up in 2 different systems (both AMD and Intel based).  I'm pretty certain my card is shot.  I guess NVIDIA really screwed up the QC process on this GDDR6.
     
    I have my Newegg (exchange only) until January 31st, but it is out of stock last I checked.  Otherwise, I could RMA to EVGA.  I certainly don't want a repaired or refurbished card in exchange for this (not sure if EVGA does that).  I didn't even get to use it for a week.
     
    Any recommendations?

    EVGA is taking care of me.  Paid for advanecd RMA and an extended warranty.  Just read an article about one of those 2080 Ti's catching fire, so that's comforting....
