You are in the wrong forum.  Try posting your own thread in the 30 Series above or ask a moderator to move it for you. 
 
However, it sounds like at initial start, that one, maybe the left one on your video, is rubbing against something until the speed forces it away.
 
Have you closely examined the blades on the fans for any unusual wear points?
 
Does one fan have more play along the center axis?

Is it better for fan longevity to have the fan running constantly at a low speed, or to have it switch on and off every so often?
