650W Supply for EVGA GTX780Ti K|NGP|N

One guy is interest for my GTX780Ti K|NGP|N... His power consumption is 50W higher than normal 780Ti 100%.
I'm not sure that I want to sell GPU but guy asked me is it possible to work on 650W.
If I sold him with such PSU I will not give him warranty 7 days and I will told him that.
Is it possible to work?
 
I wait answer about processor and rest of system.
He had I think 670 and asked advice about PSU and there smart people advice him 650W, he no money to buy and new PSU and made big mistake because 850W was 30-40 euro more. That's lesion for everyone of you. You never know what will show up, he now have money to make big upgrade for him.
My GTX780Ti give bigger Firestrike Graphics score than GTX1060, card is premium, but maybe decision to limit self with 650W not to go at least with 750 will cost him upgrade or risk. I only know it's 87+ Efficiency.  
 
Don't buy less than 850W if price allow you, PSU case are small, price is not much higher, don't limit self.
Someone to recommend him 850W other people would scream, are you crazy, overkill, etc...

    The system requirement shows around 500w. 650 should be ok if they aren’t planning high overclocks. Just make it known that a 650w power supply may not be enough for overclocking, so you only guarantee only stock speeds at most.

    I sold K|NGP|N to other guy who same had 550W but didn't used card before change to 750W.
    I suggest him 850W but never mind.
    He send me message, I never saw in life such big difference between reference and custom model, card is amazing, everything is like you say.
    Hahahaa... I know. 
    I told him, now you have overclocked 980 with 3GB, he confirmed 780Ti K|NGP|N is faster than card is GTX1060 in 3DMark scores not for little.
    I stayed sad because I will never had such card again and I really need 150 euro for M.2 1TB and now I have 22 months warranty on Poseidon.
    His price is so big that 150 euro is cheaper than RTX2080Ti Turbo in Hungary. Still is over 1000 euro.
     
    I told him, I sold you because I can't find waterblock close to me, no one sell in Europe and shipping is to much.
    With waterblock, I would wait until TITAN Xp price settle down and upgrade or successor of RTX2080Ti, easy. 
    RTX2080Ti was not worth of waiting and maybe because of that I hurry up.

    In my country you can find very cheap used GPU, premium models old 12-24 months.
    Because you have population extremely small of rich people who buy now RTX2080Ti, from other side everybody else are very poor and have extremely low budget. They not care if someone sell 250 euro i7-8700K, until price drop to 190-200 like not exist, same is with all premium GPU models, people not care, important is only cheap price and graphic processor inside, and nothing else, good cooler have more value than fabric OC, and than you can find better overclocked models used very cheap. Immediately when new series show up RTX2080Ti go on 550-600 euro used you only need to avoid miners, to look warranty and everything is fine.
