Hello,
 
My new 2080 XC Ultra seems to have this weird behaviour of the fans turning off for a second, then running for a couple of seconds, then turning back off.
 
This happens outside of gaming, when I'm just on the desktop doing stuff like web browsing. When I play games the fans run normally.
 
It's a little annoying because I hear a little click every time it does this fan behaviour. I was wondering if this is normal or not, and if it isn't what steps can I take to rectify this situation.

It's supposed to do that. The fan stays on zero until cooling is needed. If it bothers you too much, you can adjust the fan curve and target temp in precision X1.

What is are the temperatures for the GPU, PWR and RAM? If you have not done so already, check this within Precision X1 and report back with the information.

Sounds like your idle temps are just barely hitting the 55 C to kick on the fans. Either you have a hot card/bad paste job or your case airflow needs some work.

Try adjusting the Hysteresis - set it to say 4 --> this would cause the fan to stay on until the temp drops 4 C from the target temp that turned the fan on in the first place

GPU is 55, so like somethingc00l said it may be just barely hitting the idle temp. Here is a picture of some of the temps in my system:

Tried a couple of the solutions here, I put Hysteresis on 4, that just increased the interval by a second for the gpu fans to turn off and on.
 
How would I go about adjusting the fans in precision x?

I think I see the problem though, your screenshot has the GPU clock at 1515 MHz, but only 2% utilization. It should be idling at like 300 MHz. You've got something keeping the GPU from idling. Either you have it set to maximum performance mode in the Nvidia control panel, or a driver bug, or something running in the background. Fix the idle and your temps will drop.
 
Try a full driver reinstall with DDU would be my starting advice.

Do you have a High Hz Monitor - 100Hz or more ?  Sometime monitors at 120Hz can keep the GPU working at idle
 
Set the fans to a custom curve of C +20 = Fan speed %
 
50C = 70% speed do they still cycle off/on all the time ?

What changes (if any) did you make to Nvidia Control Panel ?
 
What speed are the case fans set to ?
 
What happens with the case fans @ 100% ?

My experience with that bug is that it only shows up if you have monitors with non-divisible refresh rates between them (e.g. 144 and 120, 144 and 60), and it only keeps the idle clock at something like 800 MHz, not full speed. It could be that bug but I'm guessing it's just set to max performance in the NV control panel, that's the most logical cause.

You can set the fan speed all the way down with precision X1, so I'm pretty sure you could raise the 0% fan temp to 60 C or something like that, but that shouldn't really be necessary.

Here are the top causes of why a GPU would run at full clocks at idle...
 
#1 You're running multiple monitors. Fix: Enable mutil display power saver using nvidia inspector.
#2 Your machine has a virus. Fix: Scan computer using malwarebytes.
#3 One or more programs running in the background are using your GPU. Fix: Perform a clean boot of windows.
#4 Power management mode inside the nvidia control panel is set to prefer maximum performance. Fix: Set power management mode to adaptive then reboot your computer.
#5 Running a resolution of 2560x1440 @ 144Hz. Fix: Change refresh rate to 120Hz.
#6 K-Boost is enabled inside Precision X. Fix: Disable K-Boost.
#7 Shadowplay is enabled inside geforce experience. Fix: Disable shadowplay inside geforce experience OR completely uninstall geforce experience from your machine (highly recommended)

I don't want to sound too hopeful, however using DDU and re-installing the drivers seem to have done the trick. The GPU has idled at 300, and I even got more FPS out of the deal too! Went up 10 FPS in the three games I have tried (one of them went up nearly 20 fps?). No idea what happened there, but I guess I should be clean installing drivers in the future.

My card is doing the same thing. 
 
What I noticed is that if im on my Desktop and its showing my background (wallpaper engine) my temps idle at 55C and the fan keep going on and off.
 
If I open Chrome and start browsing, my card idle at around 48C and the fan are completely stopped

It starts fans at 55 degrees as it is a threshold where active cooling kicks in.

Check the settings for your wallpapers and maybe post on the steam community to engage their developers, they seem pretty active over there. But it also could just be the wallpaper you are using is heavy duty, check GPU load while it's running.

I got the same issue. Click and cooler runs for some secs, that click is annoying lol

2080 XC Ultra owner since release day. All the great help above is correct. I was having the fan click noise and it was annoying. I simply set a custom fan curve and the problem went away. I also use the Phanteks Enthoo Pro M case and no air flow issues. Setting max performance in Nv control panel was causing my card to run 1515 Mhz. I changed it and back down to 300. Thanks for the tip to set Mhz to 120, as I have a new monitor and set 144, changing that now. I know it is a pain to have to set a custom fan curve on a new card but it is an easy and simple fix to the fan click noise. No issues with my card so far (crosses fingers)

Great thread!  Helped me with my new EVGA 2070.  I just changed the ramping profile to quiet and now I am good.  155Mhz 1440p monitor making my fan kick on and off was driving me nuts.

It seems I been experiencing the same issue since day one on my Evga Geforce RTX 2080 Super XC Ultra. The fans go from 0 to 100% and quick turn off and keeps doing that a lot that I keep thinking is my external HDD that is on but it is not. Is been annoying because this happen when I am doing nothing idle reading or programming or working with audio production stuff. The noise is bad that it keeps doing that pretty annoying kind of sound. Never had any issues with previous EVGA GPUs just this one. I have 2 years Geek Squad Protection with Best Buy and was tempted to take it back a few times but they didn't have any GPU that was within the RTX 2080 Super range. I had 3 Radeon 5700X previously and they had artifact issues. Is why I put more money into this GPU since I know EVGA makes good products but unless I have the fans running in a curved setup is pointless to have the ability to have the fans off when I need them to be. =/ Question is should I continue fighting this or just take it back? Back then I had AMD Ryzen so I would had been without a GPU but I just recently got a Intel 10900K and it has Intel® UHD Graphics 630. So maybe that would hold me over until I can pick up a better GPU. What is your guys recommendation? Thanks in Advance!

I found this thread because my RTX 3060 XC Gaming started turning fans on and off frequently. It turned out to be Nvidia Broadcast that was keeping the GPU clock high. As soon as I closed it, the GPU idled and the temperature dropped from 54 C to 42 C.
