So I've been looking into RAM overclocking and am trying to figure out what the highest speed the motherboard supports is.

According to the manual it "Supports Dual channel DDR4 up to 4133MHz+ (OC)"

Am I correct in reading this as "4133MHz is the highest officially supported frequency, but you might achieve higher per variations in the individual board"?

That information is correct, 4133 MHz is the highest tested on an XMP profile and a specific kit.
With a different kit, CPU and individual board it is very hard to determine how high it can stably be pushed, but that is part of the fun of overclocking.

Anything over 3.5gb requires 64 bit. Anything new / current is going to pretty much be 64bit OS wise.
What the OP was asking was more about memory speeds of ram in regards to overclocking.
This thread for the most part was dead since he did not respond top my last post 5 weeks ago

Ended up with 32 gigs of DDR4 3200 from G.skill (the ripjaws V kit).
