Just tried Precision X1 Scanner to oc my RTX 2080 TI FTW3 card and see how well the tool works. Everything went well and it scored +145 @ 110% power target. I ran Time Spy and scored an 8.6% performance increase. Not bad.
Though while changing some more settings and than playing a game the frequency curve went back to default. Though Scanner tool still shows last "score". I also saved the profile, but if I load it, it's gone.

Is that a bug or user error?

Did you use the "Load button" to load the saved profile ?

I'm on the older Beta V0.2.9.0 currently - launch last saved Profile on Boot is working for me; but I'm using manual OC settings

After you save a profile, to be sure it is actually saved -- close X1, then relaunch and see if it stuck

    Steps
     - select the "Profile Number" (left mouse button) (right click clears the setting)
     - Load button
     - Apply button ? - can't remember if this was also needed to "recall previous profile" its been about a week since I had adjusted mine

I bet you it was the load button for him.  I had the same issue until I read this thread.  Maybe Evga could move the load button above the preset numbers to make it more obvious that the two correlate.

Not a bad idea at all.
