when you get new build 
where you will download the gpu driver from manufacturer ( Evga . asus . msi )
or direct from nvidia ? and why

For an NVIDIA GPU, almost always, get the driver from NVIDIA's website.
 
NVIDIA creates the driver.  EVGA doesn't create a driver.  ASUS doesn't create a driver.  MSI doesn't create a driver.  If you download the driver from EVGA, ASUS, or MSI, you will be downloading a copy they got from NVIDIA; which might be old.
 
The caveat is that in some rare circumstances, large companies like HP or Dell might have a custom feature, for a custom product, and might have a customized driver.  For instance, I had a Sager/Clevo laptop with a NVIDIA GPU which required a Clevo-customized NVIDIA driver for the DVI output to function.  This is a rare circumstance.

Lenovo Support provide NVIDIA drivers (currently providing 398.72 as of Oct. 9) and I presume have undergone testing to verify stable for professional environments? Can't be because of custom discrete graphic processor hardware or feature?
But for me I always get NVIDIA drivers via GeForce Experience ... the NVIDIA companion application that most EVGA forum members detest.

I think it is pretty safe to assume that as long as you don't notice that a feature isn't working properly, getting the driver straight from NVIDIA is the best way of ensuring that you get the most recent driver.  I would say that usually the drivers provided by manufacturers for NVIDIA GPUs are simply older copies of the same driver you could get from NVIDIA directly.  Like I said, it's worth doing some research, but once you know that a specific feature doesn't work using the default NVIDIA drivers, that is the only time that I would purposely seek out drivers from anyone other than directly from NVIDIA itself.

Hi to answer in short depending on what the product is, like Nvidia or AMD you would normally go to them for that driver due to they are the original source. Some times when other companies re-upload drivers on their sites they can be broken or may have others issues. But by any means this does not mean not to download from other manufactures just if you have issues from one site download's you can always go back to them to get that original driver.

For build-it-yourself computers, generally, you use the latest game-ready driver. 
 
For laptops, you can use the latest driver, or the manufacturer might provide a "qualified" driver, one that they've tested and deemed to work correctly on their hardware. Sometimes, this helps with features like Optimus, which can be a little finicky at times. 
 
Or you can use Microsoft Windows to pick the driver, which is the one that Microsoft decided to accept in whatever was the last build.
