In a recent post of the Black Ops Subreddit, Treyarch confirmed that Call of Duty: Black Ops 4's Blackout Mode will release with a capped framerate on PC, releasing with a framerate limit of 120FPS. Over time, Treyarch plans to increase this limit to 144FPS and then remove the limit entirely if everything remains stable. This should happen over the first few days after the game's release.

Treyarch confirmed that Black Ops 4's traditional multiplayer modes would ship with an uncapped framerate

I think that is actually a good idea. First check for stability at a fixed max framerate. If that is fine then increase the framerate.
