Code 62 = No video card detected.

Code 99 = Could be a defective motherboard.

Glad to hear that.

When a CMOS Checksum error occurs during system startup, it could mean that the system has been restored to default factory settings. The CMOS contains data related to BIOS and may have been reinitialized, causing this error. The problem could also occur due to the depletion of the CMOS battery.

lol so i used a vga to dvi-d cable for the 1070. and that didn't work on the screen.
When i switched back, using my old card, it was vga to dvi-d and that worked.
so now i tried using hdmi cable to my tv, and that worked.
^ i used bios 2 for that

I'm still wondering why bios 1 don't work? the red light and 23 is still there. the light has a description " memory error" is there any fix? and when using bios 1, the case fan doesn't spin.

Thanks

Bios 1 may be corrupted. Doing the following should restore functionality if the bios is just corrupted... https://forums.evga.com/FindPost/2796350

Just load optimized defaults and set your boot order up correctly.

so i changed the boot mode to [legacy] and it booted to windows, why doesn't it boot if it's in [uefi]?

Because you installed windows in legacy mode.
