I think this means, "yes, it is a bug" and "no, it will not be fixed".
There are many reports of this strange behaviour of nVidia GPUs.

I'm sure EVGA hears all the feedback and will make necessary changes in future cards. I also have the same issue with my 2080 Super XC Ultra. I'm going to step up to the 2080ti soon anyways, not too worried.
