Testing voltage on 850 P2 with a multimeter question

Recently I have been getting some GPU crashes on games that I have been playing. It just recently started and someone recommended testing the PSU. They mentioned making sure that the 12v rail would be over 38a. Though, every time I've tested a PSU, I've never seen it go over 12. On the side of the PSU it says that the 12v rail is able to reach 70.8a. I'm just wondering how do I get that reading?

    You have a lot of tutorials on internet, first how to test 12V and 5V rail with multimeter and 4pin molex, 24pin or other places.
    How much fluctation is allowed is described in Sajins link and on other places.
    After that you can check how to test Amperage on 12V rail.
     
    I don't believe that your GPU crashing is connected with PSU, special if 12V rail and 5V rail show normal voltage.
    Maybe is best to describe type of crashing... Only game crash, PC restart... exit from game on desktop???
