why are the evga rtx's performing 6-9 fps lower than the FE's

I've seen a couple videos so far which show the evga rtx cards performing 6-9 fps lower than the RTX FE's,
is this cause of the binned chips that were rumored previously? did they really give lower binned chips to partners?

    12,100 Graphics Score in TimeSpy with MSI Afterburner overclocks with my EVGA 2080 Ultra.  Nah man this card is working perfectly fine.

    I imagine EVGA cards would overclock far higher than the FE models. Looks like the FE 2080ti temps around 70~
