GTX 1080 TI FTW3 stuck at 1569 MHz clock

Hello everyone!
 
I have just recently had a brand new computer built from scratch, with of course the EVGA 1080 TI FTW 3. I also had them install the Hybrid all in one cooler for the GPU.
 
Now that I have it back home and am testing it myself, I noticed that I'm having issues with Precision and Afterburner. Both show my GPU clock at 1569 and it is not going up to the boosted speed it should be when benchmarking (at least not being shown in these apps, as well as CPU-Z showing the base clock of 1569 and not moving). I also am having that issue where the applications will stallfor 15 seconds or so and glitch out completely which usually require me to restart computer.
 
However, the very odd part is Unigine is showing 1999MHz in the top right corner with zero OC settings applied (Slave bios). After doing a benchmarking, I did receive ~140 FPS and 5.7k score so certainly not bad, but I'm still worried as something is not right.
 
I'm going to call the techies tomorrow (the guy that installed everything for me), to see what he thinks. But I wanted to ask the pros on here as well.

    #1 Try enabling kboost inside precision xoc to see if that helps the card run at a higher speed.
    #2 If you're talking about unigine heaven 4.0 the MHz shown at the top is always incorrect.

    You said you had them install the Hybrid Cooler? Odds are the card is toast and you need to contact them pronto.  There's a huge thread on this very issue.

    I figured it would be showing wrong, I was thinking there is no way.
     
    When I enabled kboost, both screens went black and never came back, so I ended up having to reboot. After doing more search, I found this thread: 
     
    And unfortuantely I think the Hybrid as locked my clock into 1569. Tomorrow I will work to rebuild card with stock fans and all and see if I get the boosted clocks. If not it looks like I will have to RMA the cooler and GPU :(.
     
    Any advice when reinstalling a new Hybrid cooler to get it working properly?

    Read that thread. It has pretty much all the tips.
