So dealing with this stupid xinput9_1_0.dll error and all previous steps I've googled isn't working. OS is 2012 R2 on host box. Happens with all games. Directx is up to date and tried reinstalling. Attempted the install of DirectX from each game folder as well without any luck. Uninstalled gfx drivers from safe mode, rebooted reinstalled fresh download from Nvidia isn't fixing the issue either.
I can not pin point when the issue started either.  Just popped up randomly.  I also keep 3 mon worth of backups.  Rolled back to each hasn't fixed it.  My only guess is a OS update but figuring out which is the cause is gonna be impossible to pin point!

    What is the exact error? Does it say the DLL file missing?

    Knowing the exact wording of the error would be helpful, but Xinput9_1_0.dll should be in the Windows\System32 folder and also in the Windows\SysWOW64 folder if you have a 64-bit OS..Make sure they are there.

    If they are not there or you suspect they may be corrupted, you can copy them from another Windows (7/8/10) PC and put them there..I also have them here on my OneDrive page and they are from my Windows 10 64-bit PC..For security reasons, avoid getting them from online sources that may want you to run some bogus installer that likely contains adware/malware.

    The two .dll files are different, but with the same name..Make sure you put them in the correct Windows folders.

    I fixed it.  User profile corrupted.  Backed up the user folder,  deleted the user folder and registry,  rebooted to recreate and copied over the data I needed.  Its now working.
