Major complaint in reviews earlier this year was the cap on clock speed when Speedstep(EIST) and Turboboost are disabled.  Just wanted to know if this limit has been removed in recent bios updates.  Couldn't find anything with the search.  Thx

Never Heard of any Limits that you are taking about Please Provide a Link to your Source and leave off the http:// or https://

With "Speedstep(EIST) and Turboboost are disabled" you cannot Overclock your CPU.
What Problem are you having on your X299 Dark Motherboard?

+1.  It's been this way with every board I've had after the X58.  I just don't recall if X58 was that way or not, but I'm thinking it wasn't.

Thanks for the info.  I'm just a prospective buyer doing research.  Have a complete setup(except mobo) with tons of thermal overhead(dual 560 rads) and a delidded 7900x chip.  Wanted to be able to lock all the cores at 4.5GHz+ but if you guys are right I guess that's not happening.

    From the reviews at newegg:

Cons: 1. (ADDED) High core speeds are NOT available if EIST and turbo boost are disabled. EVGA Dark X299 does allow setting separate core speeds BUT does NOT run above 2.8-3.6 GHz without TurboBoost and EIST enabled, it defaults no matter what higher speed you set. This removes the best overclocking scenario - high fixed stable all-core speeds. As a result, there is constant variation of core speeds and degradation of overall top speed, and increased BSODs at speeds above 4.5 GHz. I did not notice this before my initial review, but it is disappointing for a board claimed to be the best overclocking solution.

Typical Newegg review from someone who either doesn't really understand overclocking, or didn't apply the voltage needed to maintain a stable system.  So he/she blames the board.

    Why disable turbo boost?

For what it's worth I run my 7940x at 4.8 all cores stable. With the proper windows power settings even with turbo boost on it stays at 4.8

May I ask, what type of CPU cooler you are using and what type of stability test you have done?

Very confusing question? There were no Cap  and Speedstep are replaced by TB 2.0 and 3.0

I would suggest starting a new thread and reporting your findings/currently set settings in great detail so that we can help you out.

You can still lock the multiplier by disabling c states with EIST and turbo boost enabled.

Therefor on Evga X299 Dark if you have for example amazing cooling you can lock the clock @5.0+ Ghz by setting the multiplier in bios disabling c states ect...

I've been running a static 4.8Ghz overclock (7980xe) without issue on the bench...

One might argue that you are just wasting energy by forcing a modern CPU to run at a static clock and that the time it takes to switch Multipliers and voltages based on load is more than fast enough to not experience performance degradation.

The choice is yours and X299 Dark supports both approaches as well as hybrid configurations ...
