EVGA GTX 960 2gb Suddenly Became Really Bad

Hi, I've had my 960 for over 2 or 3 years now and during the B04 Open BETA it said "Your graphics card driver is out of date please update you drivers". So I went onto GeForce experience and updated it. I then launched the game and immediately noticed that some of the textures were black (only happened on b04) (lasers, bullet tracers and some textures). I figured it was just a BETA thing and didn't worry about it. Later I launched Rainbow six siege, which I usually play on medium/high settings and get 110-120 fps, and relized that my graphic settings got reset and but on the highest settings. I proceeded to change them to medium/low. It was then I realized I was getting around 40 FPS. I swapped it to completely low only to realize that i would get a max of 80 fps and an ave of 60 fps. I tried reinstalling my driver to fix it, it didnt. I then tried to install an older version of my driver and that didnt fix it either. Any ideas?
 
 
My stuff:
GeForce GTX 960 2gb (driver version 397.93)
i5-7600k @ 4.00hz
16gb ddr4 ram
 EDIT: It also randomly freezes while playing.

    #1 Uninstall geforce expereince and keep it uninstalled forever.
    #2 Delete your game config files then relaunch the games, and adjust your video settings back to where you had them before.
    #3 Install the latest driver which is 398.82.

    do clean uninstall and installs of your driver frm NVidia download center

    ok  , but that means nothing  could help then may screw things up  . look over feed back threads  and see how just because its the newest latest driver don't mean crap

    how bad was it running on the driver you all ready had ?   then the latest driver may of ''tried'' to fix   or fixed this and made matters worse for that and something else . or may of fixed for a 10 series  and not much help for older series cards ?

    I seen that here with this card   installed a later driver to test  and wished I did not   it must of changed a config  file or something that don't change with a ''clean install''   and now I'm stuck with it on this windiows 7   , but my 2ed windows 7 I did not update to that latest driver  the issue is not present at all  .   so it had to be something changed that don't remove or uninstall with that later driver I tried   [ same system  same card same monitor  just one drive has windows 7 #1  on it and a 2ed drive has windows 7 #2 on it  and the 2 drives each with there own Linux ]

    last thing is  todasys games you fully rely  on 3ed party's  and internet connections   . its not like you get a real pc game  fully on a retail disk  that don't require any of that  like how it was in the real pc game days   . today there far more concerned with getting there malware clients on your hard drive  and you maintaining that high speed internet  connection to them  . yup ,  they got your hard drive and you got there so called game  [if your lucky ] ...lol....

    Yep, Gforce experience is BAD.
    I had it on my nachine 1 time. I uninstalled it, used DDU to try to get rid of it, and it STILL had remnants that were running.
    I never did get them all the way off my machine.
    I had to redo my whole OS all over again to finally get rid of it.
    :(
     
    And, while it was on my machine, my games crashed a lot, or looked terrible like it was applying its own graphics settings instead of the ones I chose in-game.
    Take everyones work for it, and just redo your whole os. You will be much happier.
