bob16314 for the win! I went to [web page address deleted] and installed the "DirectX End-User Runtime Web Installer". Apparently I was missing all kinds of DLLs, and the web installer got all of them.
Everything is working now, Thanks bob! (For people who might be reading this post in the future: The [web page address deleted] link is good as of June 2018, but if it has changed then a Google search for "DirectX End-User Runtime Web Installer" should find it. Also, the installer program only mentions providing updates for DirectX 9.0c. But it also updates DirectX 10 and 11, even though it doesn't specifically mention them. I'm not too sure about DirectX 12...in searching for the solution to my problem yesterday, I
think I saw a comment somewhere that DirectX 12 is ONLY 'update-able' by using the Windows Update utility built into Windows 10?)

P.S. -- @bob16314:When I originally installed Precision XOC, a UAC dialog popped up asking, "Do you want to allow this app to make changes to your device?" I clicked Yes, naturally, and I thought that meant the installer was elevated to admin privileges at that point. Nonetheless, I uninstalled Precision XOC and then reinstalled per your suggestion - doing the "Run as administrator" thing at the very beginning. Oddly, the same UAC dialog popped up. I clicked Yes, and the re-installation proceeded as normal. The 'missing DLL' problem was unaffected, and that's when I took your other advice and got the DLLs from Microsoft using the runtime web installer.
