    What CPU are you using?
I have never seen any Samsung Memory supported on any EVGA DDR4 Motherboards.
https://www.evga.com/support/motherboard/  I am not saying the Samsung Memory will not work.

nForce 790i Series Motherboard (DDR3) was the only Motherboard that lists Samsung Memory

Overclocking capabilities of Samsung C-die are not well documented, if at all.  As for general compatibility with Samsung memory, seeing as how it's the #1 manufacturer of DRAM in the world and all of the memory vendors (G.Skill, Corsair etc) use Samsung ICs on a good portion of their products, there's no reason it wouldn't work on stock settings on any EVGA board that uses DDR4.

Is the list of compatible of memory chips valid and closed? there are only few items in the memory chip. What is the chance that the memory chip from outside the list will work? I was planing use F4-3000C15D-32GVR or HX430C15PB3K2/32. Dark rock 3 pro force me to use low profile memory?

Memory from outside the list is a chance bet. It may or may not work. As in 50/50 chance. Try it and see. Always start out with the recommended settings in Bios, then you can change it later for any overclocking purposes if desired.
