CPU and GPU underutilized in game

When I play call of duty ww2 multiplayer, only about 30% of the gpu is used (gtx 1070) and only about 40% of the cpu is used (i7 6820hk). This is with the game running at 1080p at low settings. I average about 80-110 fps. I play on a 144 hz monitor, so it would be nice to be able to reach the full potential of the monitor. Does anyone else play call of duty ww2 with the evga sc 17 1070? The fps I average seems low to me. No matter what I do I can't seem to break 110 fps. How can I get the game to fully utilize my hardware?

    Do you have the maximum fps setting set to 250?

    My cpu gets pretty hot at 70-85 C, my gpu stays relatively cool at about 60-65 C.

    Are you running any software that includes frame rate limiters? If yes, close them down and see if you get past the 110 limit.

    No im not running any frame limiting software. I get the same fps even when just using fraps or using the built in steam fps counter.

    Let me know what your max fps is after completing the benchmark and receiving a score.

    Ok, try the following...
     
    #1 Make sure your windows power options are set to high performance.
    #2 Open the nvidia control panel and set power management mode to prefer maximum performance.
    #3 Download precision xoc and enable kboost.
    #4 Retest game to see if you can get past 110 fps.

    I already did all those except for the kboost. My fps remained the same or increased only slightly with kboost. Do you happen to know other heaven scores with evga sc 17 1070s? With kboost, rivatuner says that my gpu usage is 0% but that obviously can't be right. My cpu usage went slightly up.

    Nope. Enabling kboost will make the gpu usage read 0%, so that is 100% normal.

    You are playing the game in full screen mode correct? Have you ever optimized the game with geforce experience?

    Yes in full screen. I've also run it in windowed borderless but it doesn't make a difference.  I haven't optimized it with geforce experience, but I've tried many different settings but they don't seem to make a difference.

    Note: Clean out your current gpu drivers using DDU before installing the older driver.

    So I used ddu to clean out the current drivers and installed the driver you linked. It did boost my fps a bit, but I still can't reach 144 fps. Is this typical of a laptop 1070 or is there something wrong going on with my laptop, game or windows?

    I'm thinking the issue is game related. It sounds like the game is only utilizing 2 of your 4 cores for some reason.

    If you disconnect your external monitor, and only use the laptop display does your fps increase?

    If you get the same fps with your external monitor disconnected I would try the following...
     
    #1 Reinstall windows. You said you were planning on doing it in your other thread.
    #2 Update to the latest bios & make sure the bios is set to default settings afterwards.
     
    If your problem persists after doing those two things it's definitely a game issue.

    Reinstalling windows fixed my issue. I'm getting much higher fps now, sometimes up to 220. Thanks for the help, Sajin.
