Bios settings to keep processor running at stock intel specs and heat issues?

When resetting the motherboard to defaults, and changing only the XMP profile (3200mhz RAM) The CPU (7900x) got to over 90 degrees before I stopped the stress test. I'm aiming for long term use, and I read that the CPU should not exceed 80c. The stress test however seemed to be showing all cores at 4.0 ghz. My understanding was that all cores run at 3.3ghz with up to 2 cores bursting to 4.5ghz. I am using the 240mm EVGA CLC. Any idea if/what I am doing wrong? Thanks
 
Edit: I removed the stock TIM on the CLC, and replaced with Kryonaut, using the spread a fine layer of TIM with a finger (while wearing gloves) then adding a pea size on before mounting.

    Edit: I removed the stock TIM on the CLC, and replaced with Kryonaut, using the spread a fine layer of TIM with a finger (while wearing gloves) then adding a pea size on before mounting

    The way you applied your thermal paste is wrong. All you should have done was a pea size dot. See if redoing the thermal paste helps the heat problem. Also make sure your clc pump & fan speed are maxed out before running the stress test.

    You were right on the TIM mate. This is what I get for not mounting a new CPU in 5 years. How do I ensure that the all core turbo (multi core enhancement, sync all cores) is off? Since it will be primarily used for gaming at this point, it should perform better with the dynamic clocking on the lower number of utilized cores.

    It's normal for all the cores on the 7900x to run at 4 GHz when they are all being utilized. If you don't want that to happen then you will need to manually setup all your cores to run at whatever speeds you wish, or you could just disable turbo mode.
     
    Note: Disabling turbo mode will make all the cores run at the base clock speed.

    Ahh, perhaps I misunderstood the functionality explanation from Intel. My understanding was that the processor dynamically clocked the cores based on current workload.
    For the 8700k the table looks something like:
    1C: 4.7GHz
    2C: 4.6GHz
    3C: 4.5Ghz
    4C-5C: 4.4GHz
    6C: 4.3GHz
    (Source for above is GamersNexus)
     
    I thought the 7900X went up to 4.5GHz at 1 core
    Down to 3.3GHz at 10
    But looking at ARK this doesn't even make sense. It lists
    4.5GHz as Turbo Boost Max
    4.3GHz as Max Turbo
    and 3.3GHz as Base Frequency.
     
    Is there a short explanation you can give, or point me to, as to how Intel processors scale up their speed?

    2C: 4.3
    3C: 4.1
    4C: 4.1
    5C: 4.0
    6C: 4.0
    7C: 4.0
    8C: 4.0
    9C: 4.0
    10C: 4.0
     
    The 4.3 rating is based on Turbo Boost Technology 2.0. The 4.5 rating is for turbo boost max technology 3.0.

    Or did I read your post wrong and you meant you had yet seen a native 4.5 GHz boost with 3.0?

    It was enable in the BIOS, latest TBM 3.0  1.1.0.1005 installed and ran the two stress Test same time side by side but didn't see any Core go up to 4.5Ghz...…….
    Stress Test : Aida64 and intel XTU both same time
    Window Power option : Balanced/Performance
    BIOS : 1.07/1.08

    I had read/watched it before but it seems to me manual per Core OC rather than addressing the TBM 3.0 issue...….

    The point is TBM 3.0 only works when certain conditions are met. Aida64 & XTU stress tests are the incorrect conditions. Run an application that utilizes a single core and you should see TBM 3.0 work correctly.
