EVGA Precision XOC SLI Question

I have two 1070 FTWs in SLI. Using the XOC software, in the upper right corner, there's a little box that shows your gpu's and a button to "sync" then. When my cards are synced, the max core OC I can get is +75mhz and +400mhz on the memory, but its a bit unstable. Voltage, Power and Temp sliders are all max and both cards are on the Slave Bios for the extra Power target. When I unsync them, I can OC one card to +150mhz on the core and the other card to +100mhz on the core, everything stays the same from above and its more stable that why. Fan curve also stays the same and the cards never go past 68*.
Why does this happen? Should I keep then synced for a certain reason? should I keep the unsynced for the higher OC? Am I hurting my cards doing this?

    One of your cards must not be 100% stable at +75, but you can still get a slightly higher unstable oc when not synced. Depends on the stability. No.
