1070Ti GPU usage in games is very low.

I have recently purchased a 1070Ti FTW 2 edition and have run into some issues regarding GPU usage during games. When I first got the card there were no obvious issues and my fps were high and stable. A few days later I have run into the problem of the card only using 30-60% of itself during titles such as Battlefield 4 and even CSGO. I don't understand why this is the case as when running benchmarks such as Unigine Heaven, GPU usage stays at 98%. Before installation of this card, I even used DDU to ensure that there were no driver conflicts and there would be less issues overall. I have also rolled back the most recent driver to a May version, with no luck. I spoke to an EVGA employee to which I was told that it is most likely a software conflict. I would really appreciate any feedback from anyone with the same issue on a 10 series card as well at the 1070ti itself as this might be an issue which is common in many different cards. Thanks!

    What's the cpu you're using and the usage of it while playing those games.

    Often when the CPU isn't feeding the GPU data fast enough, the GPU can't run at it's full potential (99% GPU usage).
     
    Start out by removing all CPU, GPU, RAM, etc. OCs and testing for the problem.
     
    Make sure your CPU isn't overheating, make sure your CPU overclock is stable, make sure your PSU can feed your CPU and GPU enough power (remove overclocks / put old GPU back in), make sure your GPU's VRAM isn't downclocking (unstable VRAM OC), try running at a higher in-game resolution (eases the CPU load and put more of the burden back to the GPU), try turning off PrecisionX's power monitoring (has caused problems in the past) or just uninstall it outright and try MSI Afterburner.

    check the voltage during gaming on precision.

    It would sure be helpful if you gave us more details on your system. I'm sure if it was a common issue  where only 50% of the GPU was being used, it would be quite widely reported. In any event, your lack of details on your system leaves us guessing.

    Nothing is overclocked and CPU usage during games such as battlefield 4 is usually around 70-80%.

    Running v-sync inside your games can cause the gpu usage % to be lower. Using frame rate limiters can also cause the gpu usage % to be lower.
