GPU fan will NOT stop spinning at idle! **SOLVED**

Hi everyone, and thanks in advance for helping me.   I have had my EVGA 1080ti FTW for a year, and it has been great.   I have just noticed (it perhaps has done this all along).. but, the GPU fan will never stop spinning.  It's always spinning at about 10 - 18%.
 
I did some searching, and have done a few things to try and help myself.. 
 
1. I am running Windows 10 PRO 1709 build
2. I have the latest Nivida drivers (398.36)
3. I had the old XOC.. and un-installed, restarted, and manually deleted all config files, and then just updated to the latest one now.
4. I have tried powering off the system, removing power cord, and pressing the power button for 30sec.. and then, power back up.
5. The BIOS switch on the card is set to "master"
 
Nothing is fixing this.
 
Here's the deal..
 
If I launch XOC, and manually move the GPU slider to zero.. it stops the fan.  But, this also means it is not active at all.  Also, I really don't want to have to launch XOC all the time, lol.  Only want to use this if / when I want to OC the GPU for a game.   
 
It seems there is some kind of default setting in the card that when I press default, it reverts the GPU fan back to 18% on. (the other two fans are off).
 
There must be a way to change this.

    EDIT / UPDATE
     
    So, I called EVGA and spoke with someone.  They were not totally sure, but did have one idea that made sense.
     
    They asked what the temps were on the card.  Said, that the GPU temp at idle (56C) may in fact be just above the range where the fan would be at 0rpm.  Said, that I should try to cool the card down to see if the fans stops on it'own.
     
    SO..
     
    Rather than taking the case apart and blowing air.. lol, I simply manually ramped up all fans on the card to max and let it blow air for about 5min, and I got the temps down to low 40'sC.  Then, I clicked "default" and watched as ALL fans now went to zero!  I than sat here, and after about 10min I watched as slowly the temp increased back to the normal "resting" temp of 55 / 56C.. and sure enough, once it got to about 52C I saw the GPU can kick on slowly.
     
    This now makes sense.  He told me, that this can not be changed as it's in the hardware BIOS.  The only thing I can play with is a fan curve, and set it as a profile and have it load it every time I launch windows (which I dont want to do).  So, I guess I should just leave it, and forget it?  :-)

    Or add more air flow to your case so that your idle temps are lower.

    My thoughts are either try to improve airflow in the case or even redo the thermal paste on the card itself. May need a reseat of the gpu cooling block with fresh paste. 56c seems high at idle. I have 2 1080ti Blacks in sli and both at idle will sit around 26 to 30c. My case airflow is fantastic and gets the heat out quick.

    Thank you everyone.  The issue was just as you said.  The idle temp was too high.   I found this thread, (cant post link new member, but searched for high idle temps... etc..)   and reduced the NIVIDA setting to "adaptive power mode" and this now drops the clock speed to about nothing in idle, and what do you know.. LOL, the fans are no all off ;-)

    Hi I've just recently bought an 1070 ti GTX card from EVGA, version FTW and I was wondering why I am having a similair issue as the original Thread Creator.
     
    I have an idle temp when all my cooling is going great in the case at 35' degrees C on this card (such as working on Word documents) and can reach 38 degree in a hot day. My fan always spins at about 550RPM (give or take a few RPM) according to my fan and temp monitoring app.
     
    I have visually checked the card, and the dual fans only stop when the system is on standby. / powered off.
     
    Suggestions?

    Maybe because the card is running on the Secondary/Slave VBIOS and not the Primary/Master VBIOS.
    Slide the little VBIOS switch located near the PCIe power connectors to the other position and restart your PC..FTW2 cards have two VBIOS'.
     
    That would be the first thing to check on..And you might want to unlink the fans by clicking on the little 'link' icon under the fan sliders in Precision so that the 'link' is broken and the fans work independently.

    Probably as you wrote, its in the secondary video BIOS slot. The 'Primary' lol card is arriving soon in the post so I'm going install these on SLI and will update you then, should be fine at that time.
     
    No need to switch positions now.

    The Secondary/Slave VBIOS keeps the GPU fan running in low-rpm mode at lower GPU temperatures and also increases the Power Target for increased overclocking potential, and you have the GPU (G) and Power (P) fans linked together in Precision.
     
    The little VBIOS switch is shown here.

    Don't 'Shut down' unless you have 'Fast startup' (if applicable) turned off in Windows..Restart instead because I don't think switching the VBIOS will take effect with Fast startup turned on and you Shut down..Turn off 'Fast startup' if you need to.

    Yes I have Fast Startup disabled during updates of hardware changes.
    I will enable it after this is resolved.

    Hi again, this solved problem came faster today on Tuesday than expected! I was going to have time for this, this evening, but here at 15:00 afternoon time in Europe I did this quickly now on my coffee break and guess what? Solved!

    I will enable automatic fan control for my gaming and re-enable Fast boot later this week.

    So, it was caused by the VBIOS switch being in the Secondary/Slave position?
