Am i messing up a BIOS setting ? ? ?

Hello,

I'm new at this; I'm hoping someone more experienced can help me out.

I went into my BIOS and increased my multiplier to 47, and also disabled turbo mode and c-states . . . but when i stress test my system the multiplier on CPU-Z has "47" indicated in the parentheses but it stays at 42 (my default) on the resource monitor and even at 100% usage of the CPU it never goes above 4.2 GHz (my default max) on the resource monitor. 

Any suggestions would be really appreciated!

    You may want to post the CPU type and what motherboard you are using

    Make sure you set your avx ratio offset to 0.

    Make sure you set your avx ratio offset to 0.

    if avx is set to 5 then you will lose that 500mhz. also are you using a k series cpu

    sorry. I have a EVGA Z270 Classified K MB w/ i7 - 7700k. I reset the AVX Offset to zero . . . no luck. I attached a photo of me stressing it w/ Prime 95 using HWMonitor; everything's  at 100% but my clock speeds aren't increasing to match my multiplier increase. Any other thoughts?

    This. If you disable Turbo Boost the processor will stick to base frequency regardless how high you set multiplier.
