If you're still having issue's with the update(s), then the 1803 ISO clean install would be my suggestion.

No, wasn't doubting you.  Just suggesting what I would have done if in your situation.  But I see from the link you posted that you are caught up in that bug from the update.
 
I am not experiencing anything like that.  All went smooth on my system.  I updated from 1709 to 1803 on May 1st, and the patch Tuesday updates today.  All good here.

That really sucks to be on the load screen. I had the problem of Windows update always failing at 30% for Windows 1703. For some reason no problem with 1803 though.

It's normal when update install to go on 20-30% than restart, than he continue to 60-70% than again restart and to the end.
1803 update from 1709 pass without problem. Cumulative Update install to 30%, than restart and black screen with load option forever.
He should continue to install on blue background.

20h I work to fix this problem. At the end I download 1803 version from kickass torrent.
I install new OS without connection, that I press button to start Internet and race with time begin.
Folder is open Show or Hide Tool is ready, when LED for Internet on modem light up I press button and race start, who will see first 
Cumulative Update, OS or Show or Hide Tool. Insanity. And I success to hide him.

08. March I installed 1803 and whole time I sit and look in PC what will happen, that pass OK.
Next morning I start to use PC I see another Big update who demand same procedure as 1803 who stuck my PC.
I use PC next morning, not that, not same day, not same night, next morning. 
Imagine if that happen to some secretary with IQ 25 who need to prepare papers for clients. Computer become useless.
People report problems on 2-3 of their computers, all of them stucked, if that happen in office they need to call administrator to fix.
Microsoft don't care, it's important to ask money. From now my store for Microsoft products is The Pirate Bay, Kickasstorent, etc...
Because they saved me. They give me 1803 ready, now is even probably available torrent with preinstalled update KB4103721.
Microsoft say they are evil and want to robbed me and advice me to download offical products...Haaahahaaa...  
 
I have written procedure what to do before and after reinstall OS because Microsoft Windows 10.
First deauthorize iTunes, because I have 5 times to authorize, new OS you authorize again, removing important files on storage.
Than after reinstall... first everything must be done without internet connection...when I install everything than prevent Update for Hardware ID of GeForce and Sound Card because Microsoft without question install new controllers, drivers, what he want.
Than restore points, several of them, than start internet connection and fast hide what I need.
 
It's completely insane, we have no free will any more with our computers, our hardware, our software/OS.
Microsoft take our decision and decide instead us, install in our computer without permission software he want, without questions Are you agree, Do you want... etc... Something like that not exist. You work one thing, suddenly computer freek out, softwares freeze, you move cursor but not react on clicking and I immediately check Updates and there... New Update Pending Restart. That could happen in gaming, surfing, to me happen during update app on iPhone.
 
I cursed them on Windows Ten Forum on A4 Format page. Every curse I knew on English, and English is very gently language for cursing.
It's good because they don;t know Serbian, we have far far worse cursed and bad words and they include members of family, kids... even pets if need.
