When I turn on the computer the Memory Error LED comes on, and the motherboard  will not POST.
The POST Code Indicator is flashing between 00 4C 0d and sometimes 00 4C FF 0d. This is a new build and never booted.
I tried each stick in slot 2, but still have the same problem.

EVGA maintains their equivalent to a QVL (qualified vendors list) for mobo/RAM compatibility at - https://www.evga.com/support/motherboard/

While not listed, variations of that kit have been tested (it's impossible for any mobo maker to test EVERY kit). Before returning/exchanging, try a basic boot. Build your system on the mobo box outside of the case, and plug in ONLY what is needed for POST (CPU, PSU, one stick of RAM, and a GPU for this board as it doesn't seem to have any video out of its own). If that fails, swap the stick with the other. While it's possible that one stick is bad, it's HIGHLY unlikely that two are bad.

If it won't post with either stick, return them and get a different kit. The QVL is a bit outdated, as there's only one tested and listed 2x8GB DDR4-3000 CL15 kit on there, and it's $350-$450 right now through various resellers.

I have the same board and have been using this kit with great success:
    G Skill F4-3200C14D-16GTZSK 16gb kit (2x8gb).

Hi jasonresge; I tried what you suggested and it still doesn't POST.  I'm going to try another set of RAM.
    Thanks for the link shawnoen.

Given the odd cycle of POST codes, I'd also just try a minimal boot, with just the CPU, one stick of memory, no graphics card, and a keyboard plugged in, as jasonkkresge suggested.  However, please also test without a HDD, SSD, or anything else, if you tested with those in.

Make sure both the 24-pin and 8pin (EPS, not PCIe) power connectors are plugged in.  After, give it a try.

If still no POST, or you've already done the above, carefully remove the CPU and check for bent pins in the CPU socket.

The problem here was some bent cpu socket pins. Wether they can be restaightened or not remains to be seen.  In any case this thread is solved.  Thanks to everyone who commented
