Does anybody know what this is? Would I be able to run 4 Corsair ML120 PRO Fans on one of the two PWM headers on the motherboard?

Pretty sure it's 1 amp per header.

So then I can't run 4 of these fans in one header since they're rated at 0.299 A. :(

You can run a nearly infinite number of PWM fans on one header, as long as the fans get their power and ground from the PSU instead of the header. To connect all the fans to one header, you will need a splitter anyway. Make sure the splitter you buy has a plug to provide power and ground directly from the power supply.

Just make sure the hub's design is sending a single RPM signal instead from multiple headers which will lead to giving erratic readings as most hubs do out there.

Yeah that hub I linked only uses one port for the RPM signal.
