Cannot Factory Reset SC17 1070 Laptop

I am trying to Factory Reset my SC17 1070 laptop so all my data clears and whoever opens it gets the welcome to windows screen like when I first got it and all the other times I got it back from EVGA.
 
I have searched around and some users had to use a USB or something, and I do not know how to do that, and I don't have a copy of windows to boot from it?
 
I already tried one suggestion to use the windows tools: 
 Start > Settings > Updates and Security > Recovery > Reset this PC > "Get Started"
It does not work. Seems like EVGA restricts it.

    You may be able to "Restore" the PC this would reinstall the OS, choose a clean install / do not keep user files
     
    Look on the hard drive for a hidden partition or a restore tool that will reinstall Windows
     
    Download the OS from Microsoft with the install on to a USB drive would be another way
     
    Start fresh with a clean installation of Windows 10

    I can vouch for the clean install link posted above. When I got my SC17 it completely crapped itself trying to install the big Creator's Update. Using the installer from Microsoft I was able to get a clean, up to date OS installed... and somehow, it activated itself, too. It knows the machine has a license somehow.

    This is correct. there is NOT a partition for factory restore and will require the above method.
