I7 coffee lake OC on z370 ftw motherboard

It has been a very long time since I OC a cpu.  I am currently trying to OC my i7 to a safe 4.7ghz.  Currently I am just changing the multiplier to manual and setting to 47, leaving voltage alone.  I can reboot into bio and shows my OC at 4.7.  But when I boot into windows, it is no longer OC and shows multiplier at 37.  Am I doing something wrong?

    Power saving features are most likely clocking the cpu down. Run something stressful and you'll most likely see the cpu clock up.

    I see. But then what is the point of a 4.7 OC if its gonna run like stock chip. It turbos to 4.7 at stock.   Is there something to disable to have it run at 4.7 all the time? I see msi and asus boards have a bios setting that your simply click and it runs at max turbo (4.7) the entire time.  Do we have something similar?

    Disabling all the power saving features inside the bios will make it run at 4.7 24/7. EIST & C-States are some of the power saving features that will need to be disabled.

    I'll offer ya a delidding Service...they need it too. So I want to Home depot and got some of that good clear Silicone and got a tool for the 7700k, and  that delid/relid went well. I'll try some Mx4 first..I didn't put a whole lot on either just enough to cover the die.  between that original tim being crappy and looks like they put wayyy too much on. 
     
    you'll hit that magical 5ghz and be running cool doing so.

    Another thing you'll need to set to 0 would be avx ratio offset.

    Yup. honestly would probably leave it too at like 4.7-4.8ghz, daily running messing around etc..same thing people running into some heat trying to do 5ghz with it.

    Just wondering what the gain is with the OC?  I haven't found a lot of advantages of static OC'ing but am interested in your take, can you share what  your OC'ing goals are?  Just Because is a valid answer :)
