evga clc 120

So I bought a clc 120 and so far am very dissapointed. I have an I7 8700k with no overclock the clc 120 should be able to cool this cpu but it is hitting 100 degrees c and throttling in aida 64. My noctua nhus9s did a better job. This cooler is more expensive and my case currently will not accomodate a 240mm radiator. Also the screws for the mounting bracket where all just thrown into 1 clear baggy without any numbering. I want to think that what is wrong with the cooler is something I did wrong. 
 
Unfortunately if it does turn out to be a problem with the cooler I will be returning it.
 
I have a long history of using evga products and I hope that we can resolve this and it was something that I did wrong, If you can please send me better documentation.

    First set the water temperature using the EVGA FLOW CONTROL if it is less than 33 in iddle is fine. I also have an i7 8700k with a clc 280 and the truth a disappointment in stress with aida reaches me at 70ºC. A friend has the same processor with an H115i Corsair and does not pass the 55 in Stress. The truth I regret to have spent so much money on this watercoooling.

    I'm running AIDA64 CPU right now with a new style CLC 120, two push pull NF-A12x25 fans @1700 RPM, sealed to the radiator, intake config, max pump, stock TIM. 9900K stock clocks, 90W power.   Getting a stable 58C core temp in an air conditioned 20C room.
     
    Earlier I was trying Prime 95, took a few minutes to get up to 93C with 205w, before I cut off the test.  Going to try some MX-4 paste.
