Maybe every 3 to 5 years unless you are seeing issues with Temps.

Alright cool, any certain brands of paste I should stay away from? I just tried this one brand (arctic something) and when I pulled my heatsink off the cpu last night I ended up yanking the cpu out of the socket (spend like 3 hours bending the pins back so I could use it) sucked so bad.

    Myself I use MX-4
Also anytime you remove a part that has Thermal Paste on it you should replace the Thermal Paste.
After a good Cleaning of the Old, 99% Alcohol works well, 91% Alcohol or Higher is what you need to use not 70% Alcohol.

Something I like to do as well is to give my CPU cooler a little twist before I pull it off to prevent undue sticking between surfaces

It's rare for me to bother unless I am changing out the cooler since 3-5 years I normally have upgraded. I guess I might want to look at my parents system since by then they normally have the old video card.
