SR2 wont post (or start) with socket 1 enabled

Hi all, 
 
I have a SR2 Board with a problem...
I have 2 identical X5660's , they both work fine in socket 0
I have 2 Hynix 4gb 2Rx8 PC3-10600r DIMMS, they both work fine for CPU 0
I have a perfect PSU for it : EVGA NEX1500 Classified
Bios = A58, CMOS = reset.
I visually inspected the board , everything looks ok
 
Now, everything works fine with one CPU in CPU socket 0 and CPU socket 1 = empty (bios does post and boot)

If i put a CPU in socket 1 , start , the PSU turns on, chipset fan runs, but no beeps , no display numbers , nothing.
Disabeling the CPU1 in with jumper does not make it run, i have to physically remove the CPU from CPU1 Socket to post and boot.
 
Any clues ? Anything that i can check with a multimeter ?

    Did you install at least one Memory Stick on the CPU 1 Side?
    Did you Enable Both CPUs? (Jumpers)
    Are Both Primary CPU 8-Pin Power Connectors Plugged in?

    Yes , dimm is tested and works for CPU0
    All possible powercables attached (PSU / PCIE / ATX) PSU works flawless on other SR2
    blue and green power leds are on, dimm leds are on , all pcie leds are on, chipset fan runs , all normal 
    BUT :
    -mobo reset button has orange light in it and stays lit.
    -cpu proc1 does get warm (not hot like normal though....)
    Board = EVGA SR2 (270-WS-W555)
     
    Enable / Disable CPU1 on or off with jumper does not make a diff (normally both are set to on )
    All settings are default / no overclock or performance settings.
    JIOH / X-Cool / I-Limit jumpers are in Original / Factory positions.

    Still looking for an Old Thread on the SR2 about you need CPU 0 installed for CPU 1 to work.

    With or without CPU0 (identical Xeon) installed : If there's a cpu in socket 1 the board doesn't post/boot or even show error.
    Without a cpu in socket 1 everything works fine..
     
    Seems there must be something wrong with socket 1 , i see no bent pins though.
    The cpu doesn't get warm like it should  , are there any fuses on the board for socket 1 ?

    Used Motherboard so maybe it never worked.

    that must be it : it never worked...   I feel better now ...
     
    Actually, maybe someone has an answer how to fix it ?
    Should vcore / vtt / PII voltage measured at measure point pad be the same for CPU 0 and 1(pre)boot time ? 
    Suspecting a cpu power problem...

    Is you Hynix Memory ECC or Non-ECC?
    I had no luck finding that old SR2 Thread, sorry.
    Good luck with getting your SR-2 Up and Running.
    That was one of the EVGA MB I always wanted.

    Hynix hmt351r7bfr8a-h9 t7 ab : Supports ECC (Registered)
    Both DIMMS tested and work in dimmslots for CPU0.

    Anyone ?
    Seems vcore 1 voltages are of.. cpu1 pll = 0 volt.
    Any technicians out there who want to help... can measure voltages (multimeter) while running, and share data (maybe skype?)
    Would be a pitty to let this one go, board looks nice
