So if I buy a gtx 1080ti, could I step up to s Gtx 2080? Because the ti isn’t on the next gen flagship card, would that negate the ability to step up to that card?

In my Opinion this is good right now for me for example  I just bought a gtx 1060 cause that was all i could find / find a decent deal on.  My step up program ends on 4/16/18 but I currently am in queue for a gtx1080ti.   From what I read on evga's site 

Why do I have to wait in queue?

We have a queue for our Step-Up process so you can keep your current EVGA product until we have your new product ready and waiting for you in our warehouse. Sometimes, very high demand will necessitate a longer than usual queue, but once you have made your request and you are in queue the 90 day limit no longer applies - you are considered in the Step-Up process.
 
If you are still within the 90 days from your original purchase, you can cancel your Step-Up and start a new process yourself. If you are out of the 90 days from your original purchase and you leave the queue, you will not be allowed to start a new Step-Up.
 
So for me right now I am happy about this only because I can one wait for some type of news on when the next gen cards are coming out.  By being in queue for me yes I can get a gtx 1080 ti if one comes in next week but If i have heard 0 news on the next gen cards I might just cancel my step since I have until april 16th I can request another step up until that date or until i hear some type of news for the next gen cards.  In reality the step program is really amazing if you know how to work the system.  Lets just hope that news of cards will be sayings next gen cards come out in march.
 
An Also working theory is that if what is true and you can't mine on the next gen cards as nvidia says  Even if I do end up getting a gtx 1080 ti I can easily sell it as it is basically the best mining card out there & then buy the next best one.  So Yea I think in reality step up is amazing.   Cards Go for a crazy amount of money right now and I could easily get my money difference back.  I won't Lie  tho I just want the next gen card the gtx 2080 or what ever they will call it.  I am still running a x58 chip set back from 2010 and I have used this computer quite alot.  I am still using Pci express 2.0 and from what everything I have read on the forums the Pci express 2.0 isn't a real bottleneck for the 1080 ti... Its more like a small loss of 5 - 10 fps from what I have read on the forums.  This 5 - 10 fps though could be bandwidth limitation on pcie 2.0 but the fps could be form the speeds of multiple factors like older cpus and slower ram there really is to many factor to tell, but I feel as if the next gen flag ship will the be last card the pcie 2.0 will be able to handle.  While I have been back and fourth about wanting to upgrade to a Z370 8700k I am waiting for 10nm Processors from intel in hopes of 8 cores at a 5ghz or more Over clock.  And because they say pcie 4.0 is coming out this year and 5.0 in 2019 as well as ddr 5.  I just feel like the waiting game sucks cause something better always comes out.   I just hope sata 4 comes out in the process as well since technology is making these hard drives faster, bigger, & cheaper.  Who knows maybe by 2019 Nvme drives will be at 8tb for $400 which hell I would pay that much for speeds that fast given I can have the proper hardware to have multiple hard drives.  Also I don't really like the fact that most new z370 don't have many usb a or c on them like a couple while giving you a ton more of older 3.1 gen 1 and 2.0 ports.

Currently I have a 1070ti pre-ordered on amazon spain, and it seems they will only get stock a month after I pre-ordered it (contacted them). Money hasn't exchanged hands yet, but the order with the payment etc seems to already be registered with the date of the pre-order. Will I have 14/90 days since the day money is exchanged, or since the pre-order?

Everybody talks about GTX 20X0 series, so probably we will skip 11,12,13... so we will have 20, 30, 40, 50 for the next 15 years or so.

If I recall, it's always been since purchase date i.e. the date on your invoice/bill, not date received or registered.  In your case, I believe purchase date is when money actually leaves your account and the card is shipped so you shouldn't worry.

I don't know when they will be awailable [sic] but I currently only care when EVGA and Vince bring out the latest and greatest from EVGA. FTW4? 3MP3R0RP|N? Whatever they call it, I want to see it. I like my cards thin, easily monitored and controlled, and effectively cooled. Thus, FTW3 so far.
 
Anyone can make a heat sink/fan combo that takes up five slots then boast of their cooling pr0wess.
 
EVGA is the Rolls Royce of video card makers, and power supplies, AFAIC. Or, at least, the Mercedes.

The new videocards will be out of stock everywhere because miners will buy all of them even before they reach store shelves.

I don't think EVGA's will be the primary target. Too much quality for the quantity-greedy average miner. I mean AMD RX290s still being bought and sold? I wouldn't touch one of those with someone else's money. I theorize that some miners steal power at work or somehow, because some of the cards are idiotically inefficient.
 
And, Bitmain started selling miners with 1/4 the hashrate of the usual standby, but 8/10ths of the power use. That says "Chinese market where they are actually building a hydroelectric dam specifically for the bitcoin mine" to me. Those suckers would be making zero dollars per day at ten cents per kWh.
 
As a side not, I anticipate that Intel will have under-performing, overpriced video cards, just like their CPU's, because you can't get the corporate infection of the top brass in the company to see reason, usually. I think they will mainly focus on APU's.

Miners are completely agnostic to where they get their fix.  If EVGA has the new cards, miners will be scooping them up any way they can.

I just picked up a 1080 Ti with some anticipation for the next gen cards being released within the next couple of months.
I was HOPING to use the Step up program once they're available but not really sure how that works.
Theoretically if the release date is within 3 months of my purchase of the 1080 Ti, I should be able to get a spot in line for step up on that date?
