[SOLVED see edit 3 in OP] 1080 Ti SC2 not sending display port signal on cold boot

The big issue: when I cold boot my pc, I get a no "displayport signal" on my monitor and I checked to make sure everything was connected and the monitor is set to the displayport input. Oddly enough, it works for VGA and DVI and I don't have an HDMI cable to test that particular connection. I've tried all four of the displayport-ports.
 
I have a 1080 Ti SC2 connected at the right-most displayport to my Asus PA248Q monitor using an Amazonbasics (VESA certified) cable. The GPU is connected to an Asus Sabertooth z77 mobo with an i5 3570k. Drivers and BIOS are updated and the PSU is reported to be delivering 1.06v. 
 
I'm unable to try booting windows in safe mode using the displayport because I won't be able to see anything on the screen since there'd be no signal.
 
Is there anything in particular I can do to resolve this?
 
Edit: I forgot to mention, I'm using only 1 monitor!
 
Edit 2: I tried using a new, different cable and still no signal on cold boot.

Edit 3: After plugging in the new cable, I went to my BIOS and changed the PCIE version to Gen 3 instead of auto, restarted, and now it works! Hooray!

    Try another DP cable and make sure it's certified. That seems to be the #1 culprit. I know you're using one already but...it's happened a lot. Second, if you have another monitor connected via either HDMI or VGA or DVI, it will initialize first and will show your boot display. There's no way to change the order that the ports initialize.

    Man, that's a bummer (having to get another cable). I'll try that out. I also realized I should have mentioned in my original post that I'm using only 1 monitor.

    Thought I saw  in another post there is a default ie this one first but can't fine it now ?
    no DP monitors here only HDMI and DVI

    Might check this older forum post where the user solved the problem by changing the PCIE version from Auto to Gen 3 in the UEFI. Not entirely sure if that's applicable here though.

    Also have seen where people say they have fixed the problem in other ways like disabling the IGPU, turning off CSM, or disabling legacy boot support. Hopefully one of those or some combination will work. Good luck!

    I tried that just now: nothing. I've got a new DP cable on the way. Will update on status when it arrives.

    Ok, I tried out a new cable-still no signal. I'm at a loss here.

    Have you tried just unplugging the displayport cable from the card or monitor and putting it back in to see if the picture comes on?

    I had this happen to me last night out of nowhere.. after 3 resets and 3 cold boots I finally just replugged in the cable and it came on.. nuts. Might of been some update in windows that messed it up. No idea.
