I want to OC the 7980XE (nothing too crazy), but I am not sure what the TDP will be after all 18 cores are OC up to 4.2 GhZ. Will the CLC 280 be sufficient to keep temperatures below 75 deg (assuming standard room temperature)?

If you are planning to run all 18 cores on a 7980 XE at 4.2Ghz, I do not think any AIO water cooler would cut it. You will likely need at a custom water loop configuration. Gamers Nexus did an interesting overview of the 7980 XE's thermal performance using 360mm AIO water coolers and they didn't see to cut it as well, you can find a link to that here https://www.gamersnexus.net/hwreviews/3066-intel-i9-7980xe-7960x-thermals-power-review

You might get by with this type of Cooler Alphacool Eisbaer 360 CPU Water Cooler - Black
This cooler needs at least 8 to 9 inches of space above the CPU in a Cube Case. But you may want to rethink your CPU Core i9 7940X or 7920X
And make sure you set AVX2 and AVX3 to at lest 3 (Default) and maybe even 4 on both settings in the Bios.
If you do not want to build a custom Water Loop. Below is not a X299 MB but a Z370 FTW MB running this cooler.
I wanted something stronger than a Standard AIO CPU Cooler so I thought I give this a try and I do like it so far.
My X299 Dark is running a Custom Water Loop to note.
 
This was a tight fit and I think the tubing is not well set. No Kinking but still do not like the bends.
Core i7-8700K Processor

Maybe we need something like this Koolance unit to keep our i9 7980XE cool ?!

Thanks for the advice. I actually ended up going with an NZXT Kraken 62 for now. I did not have enough funds to buy a custom cooler, so i will probably refrain from overclocking this for a while. I do a lot of computational work (non gaming), so having lots of fast cores is a benefit for me which is why I went with this CPU instead of the other i9s.

Hi..hope you let know something about what temps you get with your Kraken 62 !!
I'm using right now a Corsair H110i GTX for my i7 5960x ..very happy with it.
But ofcourse begin to think it will be too light from this i9 7980XE (on my desk,waiting more then 2month now to get my PSU?)
So i was starting to search for a tripple 360 AIO cooler..but it's really not clear which one is the best..
Looking into these water Kit's ,but when i contact them ,will this be enough to cool a i9 7980XE ,nobody can tell you?
The link from EVGATech_JoseC is very interesting..and shows us that these AIO coolers is not enough..
Was also thinking to use first this Corsair cooler i have till i find out or wait there is something clearly better.
