I have the same situation, (and I do have the 1070 SC) but it's not my card I want to RGB, it's my DG-77 case.  Pretty sure i hooked everything up correctly, though I didn't do anything with the circuit board at the top front.   The EVGA side panel barely lights at all, and it's white, and I also have the closed loop CPU cooler -- can't change it from white either.

For what it looks like, your GPU only supports the white led.
It's listed in their specs. list which GPU features what.

This way, you won't be able to sync leds via EVGA software.

I think OP is asking if their DG-77 and RGB

Are you using the DG tuner software?

    Ops.
    My mistake.
    I misunderstood the sentence.

Incidentally -- I fixed the CLC issue today, at least.  The case has been fixed for a long time, the DG Tuner / LED Sync software is what fixed it.  Have to say though, REALLY WONDERING ABOUT THE CASE DESIGN BECAUSE THE FROSTED FRONT WHITE PANEL TOTALLY OBSCURES THE FRONT EVGA LOGO. Sorry, I just have to shout that because it's the stupidest design, and barely mentioned in most reviews etc.  In any case, for the CLC issue, I was an idiot.  I connected the fan headers and the CLC to the MOBO but never actually realized it had a USB 2.0 cable as well.....I plugged this in to the CLC and the Case and it now does RGB.

Now the only issue is my tits-up worthless RTX 2080.
